On 26th March 2024, the ANM conducted a ceremony for the Issuance of Exploration and Evaluation Licenses to Estrella Resources Limited & Peak Everest Mining, Lda, to carry out metallic minerals exploration works at the concession areas across the Post Administrative of Lautem, Lospalos and Luro with following details:
1. MEL2023-CA-ZA001
2. MEL2023-CA-ZA002
3. MEL2023-CA-ZA003
4. MEL2023-CA-ZA004
The approved exploration work program and budget comprised of activities such as: geological and geophysical field mapping, laboratory works and analysis, drilling and local content commitment.  
In addition, the ANM also handed out eight (8 ) Reconnaissance Permits to Estrella Resources Limited in the same event.
The Exploration and Evaluation License is valid for four years and the Reconnaissance Permit is valid for 1 year.
The ceremony attended by H.E Prime Minister of the RDTL, Sr. Kay Rala Xanana Gusmão,  H.E. Ministry of Petroleum and Mineral Resources, Sr Francisco da Costa Monteiro,  Distinguish Members of Parliament,  Representative of Veterans, President of Lautem Municipality, PNTL Lautem,  Local Authorities, BNCTL, all Institutions under the tutelage of  the Ministry of Petroleum and Mineral Recourses and Media.
